In the Initial Era, Dr. Vile first appears in "Mr. Fabulous" Number 1 (1992). Osgood Vile is hit on the head by a meteorite and it contained a costume and instruction manual (assumed). He dons the costume and becomes Dr. Vile.
Later, in issue #2 we learn that "The Late Show" host is working for Dr. Vile.
